This paper introduces a new research project by the Transport Studies Unit, Oxford, examining trade-offs urban bus operators face when planning passenger information systems. Motivated by expanding communication media and emerging technologies, the project aims to (a) map current industry practices and developments and (b) assess the cost‑effectiveness of alternative ways to meet passenger information needs. Background discusses traditional low‑tech media (maps, timetables, posters, telephone enquiries) alongside new real‑time electronic media (on‑vehicle, bus‑stop, home information systems) and notes that operational changes (e.g., ticketing systems) can indirectly affect passenger information. The research has three stages: Stage I—an operator survey of practices, costs, targets and perceived effectiveness (contacting c.211 UK urban bus operators); Stage II—consumer surveys to identify usage, problems and latent information demands; Stage III—cost‑benefit appraisals and case studies to analyse cost‑effectiveness. Methods include interviews, questionnaires, monitoring and in‑depth social research, with findings intended to inform operator decisions and recommendations.
