The Evolution and Rationalisation of the French Rail Network

The structural framework of French rail transport was historically built on a strict two-tier system: the major mainline networks radiating from Paris and an intricate web of local railways (Voies Ferrées d’Intérêt Local, or VFIL). Many of these secondary routes were constructed to narrow gauges—such as the 1,000 mm metre-gauge system—to navigate challenging topography and lower construction costs. Originally built and operated by dozens of private companies, the major mainlines were unified in 1938 when the state created the Société Nationale des Chemins de Fer Français (SNCF). The secondary local lines, which had largely been managed by regional departmental councils, were gradually absorbed, replaced by bus operations, or abandoned altogether as financial losses mounted.

The physical footprint of the French network experienced its most aggressive contraction during the mid-to-late 20th century. Following World War II reconstruction, state transport policy shifted heavily toward modernising core trunk corridors while pruning unprofitable regional branches. Between the late 1930s and the 1970s, tens of thousands of kilometres of rural secondary lines and narrow-gauge feeder routes were permanently closed to passenger traffic. This heavy rationalisation reduced the overall operational mileage by roughly a third, concentrating resources primarily on high-density intercity axes.

The High-Speed Era: The Rise and Pause of the TGV

Facing stiff competition from domestic air travel, SNCF launched the Train à Grande Vitesse (TGV) program, opening its first dedicated high-speed line (Ligne à Grande Vitesse, or LGV) between Paris and Lyon in 1981. The motivations behind the TGV were both economic and prestige-driven: it aimed to relieve severe congestion on existing mainlines, boost industrial modernization, and assert French technological leadership on the global stage. Funded primarily through state-backed public borrowing and reinvested operating revenues from SNCF, the initial corridors proved extraordinarily profitable, rapidly expanding to connect the Atlantic coast, the North, the Mediterranean, and east toward the Rhine.

The TGV network delivered massive macroeconomic benefits, effectively reshaping French geography by slashing travel times, rendering domestic flights on key corridors obsolete, and solidifying Paris's role as a central European transit hub. However, as new LGV extensions were pushed into less densely populated peripheries, building costs soared while financial returns diminished. Faced with staggering national rail infrastructure debt and changing political priorities toward local regional transport (TER), the French government officially paused the aggressive construction of brand-new high-speed lines in the late 2010s, redirecting capital toward upgrading existing secondary networks and urban commuter links.
